You want to look for two shops: Newill’s Goods and Sieghart’s Outfitters. It’s hard to miss them because they have massive neon signs above them. From there, walk inside and speak with the vendors.
Now, look for the Neon Dancer outfits in their vendor menus, specifically the apparel section. It costs 312 Credits at both of the vendors.
If you open the vendor menus at both stores and still can’t find the outfit, it’s because the items that are sold at vendors are somewhat random. To get the item to show up in the store, reload your save from the moment you landed at Neon and check the vendors again. You may have to repeat this a couple of times.
