When trying to unlock the cards, we learned that we need to complete certain quests first. Then we just had to wait a few days and the cards became available for us to purchase. And we shared all the steps below.
To unlock the cards, you need to complete the Both Brains and Brawn World Quest. But to start it, make sure you have completed the Unfinished Comedy quest. After completing these quests, go and talk to Goncourt.
You will be taken to the arena where you fought in the Both Brains and Brawn quest. After defeating Goncourt, find the chest behind the marker and open it. Next to it, there will be a balcony that you need to climb to. There you'll find Roussimoff and after a short conversation, you'll also fight him.
After defeating him, open another chest. It will be close to where the previous one was.
You can buy this book in the same place as the cards in the Rag and Bone Shop. Immediately after purchasing, the Art of Negotiating World Quest will begin. This is a very short and simple quest, and all you have to do is listen to the story of Monglane.
To purchase Pankration and the Fortress of Meropide you will need to wait for two daily resets. If you check the Rag and Bone Shop after this, you will see that the cards are finally available for purchase.
