In fact, you can get to the Zhentarim Secret Basement at any point in the game, even if you have already completed it. It's located in Waukeen's Rest at the following coordinates: X: -65, Y: 565. Upon arrival, you will notice that everything around you is on fire.
Next, you will need to find Shabby Door, which is located nearby, at the following coordinates: X: -115, Y: 615. The main landmark will be a dead Ox, immediately to the right of which will be the required building.
