On December 5th, developer Gameloft removed the Early Access label from Disney Dreamlight Valley – and, on the occasion of the release, added a lot of new content to its flagship. Not only does the Pumpkin King, Jack Skellington from Tim Burton's "Nightmare Before Christmas," make an appearance in the valley inhabited by Disney characters, but the A Rift in Time DLC is now also available.

So, everything could be very nice, except that the content update is suffering from a bug where Jafar does not show up. The issue here is that the royal vizier of the Sultan of Agrabah must show up for the A Rift in Time DLC to begin.
If you are affected by this problem, it's important to first answer the following question with "yes." Do you own A Rift in Time? It's not a free DLC that becomes available with the release of the full version of Disney Dreamlight Valley.
Instead, you need to purchase the new content separately for 30 dollars. If the DLC does not install, it's not a bug. The contents are already in the main game; they are simply unlocked after purchasing the expansion.
To rule out other potential issues, here's a brief explanation of how the A Rift in Time DLC is usually started. For some players, the new content begins immediately after loading the last saved game from the startup screen. In this case, they won't even reach the valley but are greeted directly by the introductory cutscene for A Rift in Time.

If all of this doesn't work for you, check if your copy of Disney Dreamlight Valley has downloaded the latest update. Also, for the Steam version, A Rift in Time should be listed under the "DLC" tab in the properties. If you can check these boxes, a game restart (or a reinstall at the latest) should resolve the issue.
The developers at Gameloft are aware of the problem that Jafar may not enter the stage. Apparently, this is related to server and connection issues that the French developers are currently investigating. The timeline for fixing the bug is currently uncertain.
Disney Dreamlight Valley has been available since December 5th for PC (Steam), macOS, PlayStation 5/4, Xbox Series X/S/One, and Nintendo Switch. The full version is priced at 40 dollars on all platforms, with the DLC “A Rift in Time” costing an additional 30 dollars.
