To find the laptop you need, you'll need to head to the junkyard, which is located in Badlands, between the Santo Domingo district and the Medeski Fuel Station. You can see the exact location in the screenshot below.
There, you have to look around to find a rusty container with the FF06B5 Laptop in the form of a crate next to it, which is what you were looking for.
Next, you need to Open it, and then you can click Use. The first thing you'll see on the screen in front of you is a symbol of a snake eating itself, called Uroboros.
