To learn how to get to the Apollo 11 landing site and find the American flag, you must reach The Lodge in the main quest. Next, you have to rob the rooms of the Constellation Society members, namely the rooms of Matteo Khatri. There you can find Livingstone's Second Journal, which will give you a mission that will take you to Lunar (the new name for the moon) right to the landing site of the American astronauts.
Now you need to set a course to the Sol system, namely to Lunar. There you will see a pointer to the Apollo 11 landing site. Land there, and you will see the American flag next to it.
