It says that players are congratulated for participating in the Rust Closed Beta. If you haven't received a confirmation yet, you should wait. The closed beta of the console version of Rust will start in seasons. The developers want to do a kind of stress test and gradually allow more and more players.
If you haven't registered yet, that's no problem. You can apply here until the start of the beta, which has no official start date.
