This quest from Goofy is a comparatively simple and short quest. However, it is only accessible to owners of the “A Rift in Time” expansion. If you are one of them, you can easily start the quest with Goofy. Visit the funny fellow and talk to him. He will tell you that he is very excited about the numerous new fish that are only available on the Eternity Isle.
Unfortunately, the likable, clumsy fellow has difficulties catching some of the fish himself. So your task is to help Goofy with his fishing. You have to catch a total of six fish for him:
Prisma Shrimps are only available on the Eternety Isle.
When you have caught all six fish, go back to Goofy. Give him the fish and talk to him. He will now ask you to cook a dish of your choice with half of the fish you caught. He will keep the other half for himself. He will also give you a box with various cooking ingredients.

To complete the quest, you can prepare a sand stew, for example. You will need the following ingredients:

Once you have prepared the dish of your choice, tell Goofy, and the quest “The Ones That Got Away” in Disney Dreamlight Valley is complete.
