After you have explored the planet Cassiopeia I and found the Dauntless Crew's Crash Site where you convinced a little girl named Sona to leave the planet, you will return to New Atlantis. Then, once you're sure Sona is comfortable in the Lodge, along with Sarah after mourning her fallen crewmates, you can head to the Waterfall to confess your feelings for her.

To get to the Waterfall, you need to start your journey from the spaceport, not far from your ship. Next, you need to find the elevator that you may have already used to get to The Well, it's just around the corner, as indicated by the arrow on the screenshot.
Once inside, you have to select the Waterfall Promenade floor and go up to it. Now it's the easiest part, you just have to walk forward, and soon you will notice the Waterfall in front of you.
