In Starfield, there are plenty of side missions that offer you the chance to earn some extra credits. This guide will walk you through one such quest: "Bureaucracy Runaround".

How to complete "Bureaucracy Runaround" (TLDR):

  • As you delve deeper, you discover Hurst is in cahoots with the pirates. If you expose him, he'll lose his position.

Exploring Every Angle in the "Red Tape Runaround" Quest

Starfield : Governor Hurst

The main goal that you will receive from Governor Hurst will be to find his ship, which was hijacked by pirates, and destroy it. You can dutifully fulfill this task and complete the quest, but there are also other choices what to do. Below, we will describe each of the options so that you can pick the one you like best.

Destroy the Ship

If you just destroy the ship as soon as you see it, it will be the most boring choice of all. Once you do this, you will need to return to Governor Hurst and report on the task. You won't get any additional rewards, only the package he promised to give you when you started the quest.

Enter the Ship

After contacting the crew of the enemy ship, you will have the opportunity to step on board. As it turns out, their systems are damaged and they need help. During the conversation, you will learn the shocking truth about the governor and that he is secretly collaborating with pirates.

With this information, you can either return to your ship or destroy the pirates to find even more evidence. Regardless of your choice, you can also save their lives without destroying the ship completely.

Blackmail Governor Hurst

Once you have incriminating evidence against Governor Hurst, you can attempt to blackmail him for credits. Depending on the dialogue choices you make, you'll end up with more or less money. To maximize your earnings, specifically, 17,000 credits, choose the following dialogue options:

  • "How about a little extra to keep my lips sealed?" (5,000 Credits)
  • "I've found your message to the pirates. It would be quite unfortunate if that were to get out."
  • "Deal. Here's the message, and my silence is yours." (12,000 Credits)

Striking a deal with Hurst keeps the status quo, rewarding you with the package plus a bonus in credits. However, if you're not comfortable with the governor's dealings, there's another path you can take.

Snitch on the Governor

An alternative scenario for the quest could be to report the governor's activities. Thus, when you return from the pirates to his office, you will need to lie about destroying the enemy ship. Hurst will be satisfied with your work and give you the package.

When you're done with the governor, head to CDR Vincent Woodard to show him the evidence of Hurst's involvement with the Crimson Fleet. This way, you will reveal the truth, and Governor Hurst will be dismissed from his post, and you will finish the quest.
