You can easily locate Paldium Fragments in Palworld. They are small blue crystals that you can obtain either by mining Paldium ore or by finding and collecting them scattered throughout the world. You can find the ore near rivers and ponds.
More effective than collecting Paldium Fragments is mass-producing them at your base. Since you need these fragments for many items, this is the easiest way to obtain this valuable resource. To mass-produce Paldium Fragments, you'll need the Crusher, which you can learn at Level 8 in your technology tree.
By using 50 stones, 50 wood, and 10 Paldium Fragments, you can set up the Crusher in your base. Once it's set up, you can start crafting one Paldium Fragment from every 5 stones. So, if you have a Stone Pit in your base and your Pals are diligently mining stones, you can produce Paldium Fragments in bulk. However, you'll also need a Pal that can spit water to activate the Crusher.
