When Admiral Logan won’t let you talk to him in Starfield, Sarah’s companion quest “In Memoriam” gets stalled. In our guide, we explain how to solve the problem.
Here’s the deal: Sarah Morgan wants to honor the legacy of her deceased ship’s crew in Starfield, but needs a data release from her former admiral Logan to do so. Actually, the latter doesn’t pose any difficulty, but under certain circumstances, the quest in question, “In Memoriam”, can’t be played on.
Because on the spot, in Logan’s office in the Mast building of New Atlantis, the admiral might refuse to talk to you: “I’m too busy to chat”, the high-ranking military man says in this case. Is this a bug? No, the Admiral’s unwillingness to talk is actually justified; you have something else to do first.
How to Talk to Admiral Logan in Starfield (In Memoriam)
Bethesda has linked the progress of the quest “In Memoriam” to the events of the Vanguard quest “Eyewitness”. This means you must first talk to Hadrian, who is waiting for you at the front steps of the Mast Building, and then complete the quest associated with her.
“Eyewitness” initially revolves around the audition with some of UC’s highest officials, including the President, for the release of the Colonial War Archive. We remember: Hadrian needs access to the archive in order to be able to classify and ward off the new threat from the Terrormorphs.
But during the audition, disaster strikes, because some Terrormorphs have invaded New Atlantis and are threatening the whole city. Thus, you’ll first have to survive a lushly staged shootout in which three Terrormorphs have to be rendered harmless.
Make sure that you have strong weapons and enough ammunition with you, because during the attack New Atlantis is in a state of emergency and can only be accessed to a very limited extent. Once you have freed New Atlantis from the alien terror, you can get praised on the UC command level in the Mast building and then go with Sarah to Admiral Logan’s office.

Now, miraculously, the aging commander will talk to you and Sarah. In the conversation, be careful not to piss the admiral off too much, but also defend Sarah’s request. Logan will then realize that the UC has made a mistake and release the requested data on the crash site of the crew shuttle.
